His early education was in the Talbot County School System. After he moved to Atlanta he obtained his GED. Education was very important to Oscar and he never ceased an opportunity to excel in order to better his life. He had a strong love for repairing TVs and received certification for TV and radio repair. At the age of 65 after retiring from Dekalb County Government, he enrolled in Atlanta Area Tech for Auto Mechanics where he was deemed a certified mechanic.

A United States Navy veteran, Oscar faithfully served his country during World War II. While in the military he married Millie Carrie Knolton and this union produced nine children.

Oscar leaves to cherish his memories seven children; Deborah A. Favors (Larry), Walter S. Hall, Vivian Hall, Jacqueline J. Carter Watson (Victor), Knolton K. Hall )Sandra), Oscar O. Hall (Beverly), and Samuel Hall; thirteen grandchildren; sixteen great-grandchildren; and two great great grandchildren; one brother, Andrew B.
